Most likely the 2.4GHz band is saturated, which is where you get your speed drops.

Except it’s not, and my other devices work fine.

I also use a Ruckus R500 AP which performs background scanning to pick the best available channel. Like I said, I have 3 other Apple TV 4’s s that will pull 200-275mbps while the ATV 4K pulls a fraction of that.

My internet connection is 60mb and "you may not be able to stream 4k videos because your speed might have dropped below 15mbps" appears...

if I disable instant play under itunes and movies app settings I can get 4K streaming, but, no Dolby Vision or HDR.

Very disappointed...
 
I have 25mbs down 5mbs up and I can stream 4k just fine. Speedtest app reports the Busch league comcast speeds I overpay for.

I live alone so there is no other traffic affecting my results. Apple and Sony (Playstation) can both completely saturate my connection making it nearly unusable.

Tried changing HDMI cables or HDMI inputs? Does DV or HDR work with other video sources on the TV?

Actually disabling that you only get HD streaming with a 4K upscale. (Swipe down on remote during playback should only show HD icon)
4K streaming only works with Quick Start enabled.
If your using Wi-Fi try a wired connection and see if that resolves it.

Just because you pay for 60mb doesn't mean you always get it. Speeds fluctuate and streaming requires a consistent speed. Your ISP may be to blame here.

Hey buddy! Are you using 5Ghz or 2.4???
To show how unreliable 2.4ghz Wifi can be, I now have 350mbps fibre. Usually on the speediest apps it comes in at 352mbps on both 5ghz & 2.4ghz. My MacBook lists over 20 WiFi signals from neighbours houses!!!!

Some little horrors on the 2.4ghz spectrum are using ch 3, 5, 9 & 13 which causes terrible interference and maybe a few evenings every month, the 2.4Ghz signal drops to 0.6mbps!!!!!!!!!!!!!! (I find Ch.1 the most reliable even though if I switch to 'Auto' the router seems to think that 6 and 11 are better which they are not. I use Ch.40 for my 5ghz.

For me, 5Ghz is reliable and covers my house - my MacBook clings on to a weak signal very very well. The Apple TV 4K is in the next room to my router. When I move house, I'm tempted to hard wire the ATV 4K simply for piece of mind as excitingly more & more iTunes films that I buy are now in 4K Dolby Vision plus we'll be getting Dolby Atmos to ice the cake in late September :) :) :)
 
Kindly change to 5Ghz and update the firmware. It give big different.

My ATV4K previously facing this issue also when connected to 2.4Ghz in out of the box firmware (I not sure what version as not check).

I get brilliant quality streaming 4K HDR video after firmware update and using 5Ghz Wi-Fi using my 45mbps to 55mbps only internet line.

It is like instant catch up in superb quality compare with my TV, Ultra HD Blu-ray player and also Mi Box which all required few seconds to catch up to the decent quality.

Try change to 5Ghz if you are connected to 2.4Ghz, also kindly make sure it is running in latest firmware.

Now I'm using ethernet.. i've already tested with 5ghz ac connection.. didn't work as expected... siri remotes gets very SLOW on wifi lol
 
I used to have an issue with my aTV 4 WiFi that I eventually tracked down to interference from my other AV equipment. I believe it was the TV itself being directly between the aTV and the router. I moved it 6 inches and went from 3mb/s to the full 90mb/s of my plan.
Use speed test to get a baseline speed. Then try moving the aTV a few feet (still plugged into the TV) and test again.
I had this specific issue with an aTV and a Samsung TV in my bedroom.
With the aTV sitting to close to the television, I could drop to 5-10Mbps.
Moving the aTV like you said, 6-12 inches away and 400+Mbps.

My wife would mistakingly move it close time after time so I ended up double-side sticky taping the aTV to where I wanted it to stay.

My ISP is going to reinstall all my fiber connection today.
I took my atv up to their store and atv movies 4K runned pretty OK on their 4K TV.

They tried a new router at my home but nothing.... then, they did some tests and realized there was something wrong in the fiber optic that is coming to my home.

The simplest way to verify if you're getting the speed you're paying for is normally to plug directly in to the back of your modem.
Skip as much hardware after the modem as possible.
Do 3 tests and get your average. Even try different servers on speedtest. I have seen a 100-200Mbps swing depending on the server.
Then reconnect your router / wifi sit 10-20ft away from the WiFi router with no obstructions and retest 3 times.
(I have also seen speed drops from being too close and right on top of the router, there is usually a sweet spot in too close to too far)

Getting a baseline hardwired in from the modem will let you know right then and there what speed is coming in to your home and if the hardware after it is the issue.

A CAT5e cable is the least expensive and quickest way to verify. There's no setting up an appointment, having to be home to wait on someone to show up, etc. You just plug in, test and you have the info. If something is strange, then set up the appt and you have hard facts to go off of.

This was another one of those real life scenarios where I was explaining to my sister to do this first.
She thought it was easier to call an increase her speed to make up for the bad wifi router.
So she added $20 per month to her bill to increase her wifi speed to what she was paying for previously. The router she had was terrible.
She was paying for 50Mbps and getting 10-15Mbps.
Rather than test and or replace the wifi router for a one time cost of $150, she added $20 extra per month to her bill. So over one year it is easily $240+ additional tax/fees.
She was then paying for 75Mbps and getting around 25-30Mbps.
 
Now I can get 4k HDR playing!!!!

After they reinstalled all fiber network immediatelly I couldn't play in 4k, but, after some hours they runned pretty well and with fast playing...

Now that's working very well i'm updating to 80mb speed hahaha

I use mine all the time and there’s always a worthwhile bargain to be had in the iTunes Store which makes it even more worthwhile IMO.

Please explain? A little vague there man :) The Apple TV does maybe 1000+ things. Which one are you not happy with? Compared to any other electrical product, I can't fault it and i've been using ATV for 8 years nearly :)
Now, don't get me started on old sticking, jumping DVD, BluRay, CD players - freezing satellite boxes, broken hard drives in them, DVD-Rs that no longer play, MiniDiscs that I no longer can find a player for, DAT tapes that don't store well when not used for 2 or 3 months, popping mono DAB radio, hissy FM radio... :) Oh boy!
 
If you have wifi enabled on your Samsung TV.... try turning it off. I have an ATV and a Samsung TV and the Samsmug kills wifi in the local area.
