Probably not, but it's hard to say that that won't be the case either. Not to mention that the whole part about 11 days at the soonest is also an assumption and not a given.
The 11 days at the Soonest thing for 8.4 is a very well educated guess.... It is about as unlikely as it can get that Apple would release the new music app before announcing the new music service at WWDC... It's not coming out any sooner then that.... I can say that with extremely confidence.

My idea is still the same. If they don't release iOS 8.4 in today or tomorrow, then iOS 8.4 will be released right at wwdc, just like iOS 8.2. And in iOS 8.4, Arabic issue will be addressed and fixed. I doubt they have the necessity, I mean, they are not needed to release a single fix for message bug.
They are not going to release 8.4 today or tomorrow or anytime before June 8th... They might release 8.4 beta 4 between now and then... But that will not fix the bug for any normal users.
This bug has gotten a lot of media attention... Witch has caused a lot of people to start sending the text as a joke witch in turn annoys people and gives Apple more bad publicity the longer the wait... They are going to want to have this issue cleared as far in advance of WWDC as possible.... And it is not unheard of for Apple to release a hot fix.
I don't know when this bug was found, but China citizens reported this bug on their own so called wechat and qq client, earlier than apple message app(probably). Now you cannot send this because government has blocked users from sending it, but before that, you can send this message to others, causing app crash. At that time, citizens said this bug was not available under apple message app.
Hotfix? Um, just like 8.0.1? Well, it is possible, but I may not receive this update since I use 8.4 beta as long as it was released. Are you running iOS 8.3? You can check if there is an emergency update for this issue.
I do think 8.4 will be released at or shortly after WWDC too. And so will the new music service. The service won't be an iOS 9 feature because that is a few months away. Not having a streaming service available for the next few months would be really bad. Especially for people with the Watch. The entire point of 8.4 is the music app, so I think it's obvious that the music service is coming sooner than iOS 9.
I don't know about China. But in America and a lot of the rest of the world the government can't block crap... No government not even China can block iMessage unless the service itself is just not available there. The bug also exists in any app that can post it as a notification... I'm not sure how the Chinese government can block everything

Ps: this bug also crashes iOS 8.4 beta 3 as well.
Could be why there was no 8.4 beta 4 (public 3) along side the new 10.10.4 build this week. Maybe they held off a new build so they could add in the assumed 8.3.1 message fix to it.
And now, even their new music app does lack landscape mode. Some detailed designs are not complete yet. Lyric playback doesnt make sense. Many other issues.
