1) Is this still an issue?

2) Does anyone know if this is/was a software or hardware issue?

It's a hardware issue with 2GB DRAM being the main culprit since it doesn't happen on the nearly identical iPP 12.9 with 4GB DRAM. Even if they mask the issue with software in iOS 10 the hardware issue may reappear down the road in other ways like the touch disease issue that gets worse with time. Best bet is to swap out the iPP 9.7 lemon with iPP 12.9.

But the ipad air 2 had 2gb ram and it never did this.

This problem still exists in 10.0.1 . VERY ANNOYING. Seems more frequent now.

it is fixed on ios 10
No it's not.......mine crashed 3 times this weekend on 10.0.1 and others are beginning to report the same.

I witnessed this problem in person. I was in the Apple store, and it happened twice. I think I'm going to go with an Air 2 to hold me over.

EDIT: Is it confirmed that this issue does not occur on the 12.9" iPAd Pro?

Keep sending Apple Feedback they emailed me when the second beta came out and said to try it because they had fixed it. So far it has been fixed for me but others are still having the issue.

For me and my 4th replacement 128GB Rose Gold with cellular, it's been on the last two betas of iOS 10 and the GM Seed, has not crashed in weeks. Knock on wood, I think I'm finally in the clear.

I am on 10.0.2, but it still scrashes several times a day, locking up my iPad Pro 9.7" 256GB while springboard reboots.

Very frustrating!!!!
