NSA hires the good ones up first. better benefits, prestige. FBI can rank low on the nice job scale in this realm. NSA or CIA has more cool points to many.
And well they work for apparently smarter bosses. lets assume the NSA's or CIA's top people can't crack a phone (my tin foil hat says they did already way back though tbh).
Their boss doesn't go on CNN and says yep...all my people are stumped. NSA and CIA rather quiet here...can they or can't they? they don't say. Bluffing or double bluffing? We don't know.
