Both Apple and Google purchase dozens of companies per year to "innovate". No doubt that Apple's employees are brilliant, but it's not like everything they do is homegrown.
This happens frequently even outside the tech industry, people get the wrong idea that a single company has all great ideas. This is very untrue, its the small no name developer that have the great ideas. Similar to Indie Movies.
If Google influencing an anti-trust investigation exemplifies them not being able to innovate, then what is Apple's PURCHASE of prior innovation (patents) called? Calm down, this stuff happens all the time.
