If you want to run just DOS you can use DOSbox or Boxer on the PowerPC Macs.

I have no idea what AppleLegacyLoad depends on or what hardware it assumes, if any.
Search the binary for any GUIDs of other EFI binaries that may also be required.

I finally got some time to dig into differences between MBP11,2 and MBP11,4 firmwares.

AppleLegacyLoad app : 2B0585EB-D8B8-49A9-8B8C-E21B01AEF2B7 tries to load the following DXE drivers:
