Installed ios7 on an iPhone 4S, but I'm getting a "waiting for activation" message. I've tried everything from various forums, and still no luck. I'm starting to believe the only fix is going to be a back up and restore and then re download ios7

That's what I did - but after an erase in settings I setup as new iPhone and restored. Works fine now.
 
I'm having the same exact issue with my iPhone 5 on iOS 7. Could it be a server issue with detecting that other people have iMessage enabled?
 
Guys apples servers are being slammed from all directions. Give it a few days to settle down and all will be good
 
I did enable Send as SMS, but that shouldn't make a difference. It's not recognizing that people I haven't texted before have iMessage, but it is in Messages on my Mac running 10.8.5. This is also happening with current iMessage threads on my phone. If I access them directly, it allows me to iMessage, but if I start a new text with that person (which shows the history), it usually shows "Text Message" instead.

My SMS setting is on too. It's okay it sends SMS to my friends in USA but I can't send SMS to friends in UK. I really rely on iMessage to keep in touch.

If haven't since updating, you may need to sign in to iCloud (Settings>iCloud>Account, it may also ask you to agree to new terms). You could also turn iMessages off then on again (wait for it to say "iMessages can be sent...") in Settings>Messages.

Also, have you tried giving your idevice a power cycle (not sleep mode, but a full power cycle).

If you've done all of this, then it may be that Apple's servers are a bit overloaded with new activations today, as already stated.
 
I've noticed on my iPhone 4s running iOS6 over the last few days, theres been a short delay in messages recognising if someone is iMessage or text. I just assumed it was server load issues, as the messages are taking longer to send/deliver as well.
 
This is CRAP: iMessage problem

This is CRAP. I cannot believe it seems so many people are having iMessage problems and Apple has not said a word. I have called twice and keep being told it is servers.
Here is the real issue for me or what I have told from people that have been trying to text / message me. If someone that has been able to activate iMessage and they try to send me a text / message IT WILL NOT GO THRU TO ME. I guess it is stuck in iMessage land.
DOES ANYONE HAVE ANY IDEA HOW TO FIX THIS.
