App on lockscreen based on location

Sorry to bump an old thread, but is this feature working for anyone else? Does not work on mine, or my wife's 6 plus both setup as new. Passbook also is not displaying on the lock screen when it should be. I've tried resetting network settings with no luck. Anyone else having issues with this, or have figured out a way to fix it? Thanks in advance.

Location services for these features are enabled?
 
Mine used to work on 5s. I upgraded to 6+. And put my backup on it. After then it stopped working. Two days ago it just showed up again randomly in my university. But that was just for a min. After that it again stopped working. Went to Apple Store yesterday and didn't work. Any idea what can be done? Thanks.
 
I have seen it once before, when I was at an airport. First and only time I ever saw it. Lock screen would switch between several different flight tracking apps and such.
