Is match frame rate and match dynamic range an all or nothing feature of developers? (i.e. could YouTube support match dynamic range, but not match frame rate)?

I don't know about the US, but in the UK YouTube seems to have about 10 main advertisers - it could be that writing to them to let them know that their 6 second ads are only visible for 2 seconds might make them complain to Google about it.
 
Long black delays without sound every time Youtube switches from interface to ad to video to ad to video is driving me nuts, too. Figured out that disabling “Match Frame Rate” avoids the issue but obviously we all have that turned on for a reason.

Once the ads are out of the way I just press pause as soon as the black screen appears then press play once a picture appears on screen after the framerate change has happened.
 
You could keep your Apple TV's match framerate on if you set the default to 60fps (not 59.94). It would then only switch for 24fps content which is not too common on Youtube. I'm not sure Google can do much to "fix" the issue other than perhaps not switching framerates for ads.
This is what I did too and eliminated the issue for most YouTube videos whilst still able keep framerate match on. Make sure it’s set to 60hz not 59.94hz (under “other formats”).

I gave it a try too. While it's true that the annoying switch happens less often, there are still enough videos in 24fps to make it a problem for me. It seems many 4K videos are in 24fps.
 
Not only do I miss ads (which I don’t really care about) I end up missing content with these black screens. Still happening here.
 
The app has been updated, the content matching is now disabled. Finally.
Is it actually disabled or do they now just steam the ads at the same framerate as the video? It would be good to keep the framerate matching to allow the creator's intent to come through (e.g. a 24 fps video has a very different feel to a 60 fps video) and then recode the ads on the fly to match.
 
I’m on YT Premium trial atm so not seeing ads, have updates the ATV app but it is still blacking out audio and video for the first 3 seconds of any video I watch.

Frame Rate matching is no longer from what I can see.

Yes, I have a 2nd gen set to SDR (as I don't see the advantage of HDR for the UI). So it will only switch for HDR videos.

Youtube is now unusable in Europe. We have to keep the Apple Tv video format at 4k 50 Hz (iTv, Now, BBC iPlayer, RaiPlay don’t do framerate matching).

After the update, youtube videos are sluggish. 60fps/30fps don’t play well at 50 Hz.

I unsubscribed from Youtube Premium immediately. Gonna wait until they revert the matching back, at least for European customers.

Can’t speak for all the apps you mentioned but BBCiPlayer matches frame rate for on-demand just not Live.
 
I see YouTube appletv now supports 5.1.
