It seems slightly optimistic to expect that there will be a next Dem President.

What next Dem? Are you also thinking there will be future elections? Or future ones where there is any possibility he can be voted out again? The game afoot right now is ignore or override law that conflicts with what he wants. Why is that going to change in 2 years (mid terms) and then 4 years?
The party is already talking about a third term. Apparently, they still believe there will actually be future elections too and thus need to take actions to make term #3 possible... or know better and are just doing this for show.

The response was "why bother? just vote with your wallet. already Canadians are boycotting American products on supermarket shelves without the government doing anything".
It's a fine line for companies like Apple.
They have to be seen to tow the line without alienating their external customer base.
