In all fairness, it says: "Starting October 23, you MAY be able to..." ;-)
Apple used MAY here to express probability, but that obv. doesn't mean probability to start on the pre-approval process, but the probability that one may or may not be eligible for upgrade. Let's not read into this too much.

I wonder what they mean by MAY?
MAY could also mean they might make it available, then then may not on the 23rd, or at all. Just like the sign at the spaghetti restaurant that all you can eat special for $10. After the first helping you ask for more and they say no, 1 plate is all you can eat.

OK just a little lame joke.

We’re getting closer. I now get this message when trying.

edit: Nevermind. false alarm

Just been on chat with Apple. Not available in the UK. I was told that this was "Nothing to worry about. The US offer is just a beta to see if it works".

Sounds like Apple UK trying to play it down.

As in “if you qualify”

I don't see the word May in the language on Apple's site.

Apple said:
Get a head start on your upgrade to iPhone X on 10.23.
If you’re part of the iPhone Upgrade Program and eligible to upgrade, use the Apple Store app on your iPhone to get ready for pre-order so you can speed through checkout on 10.27.

I wouldnt think there would be so many questions about the process for pre-approval; didn't this happen for the 8 as well?

And whatever vagueness you have behind your post, I disagree with. I’m talking economics and smart money. Of course we all run into circumstances where we have to finance or put an unexpected expense on a CC. That’s not what I was addressing. I still know that if a person is going to make monthly payments on this type of program, 0% should be the way to go, and a non-issue, unless the issue is discipline in making payments. Paying outright is fine as well, but I’m not debating that point. I disagree with people making statements that a person shouldn’t buy a phone if they are getting it financed when it’s 0% interest, why not?

Such absolutes are virtually always wrong...just like this one. People and situations vary greatly. That's the real world.

People with prepaid cards that expire soon are a simple example...there are dozens of others.

For most the 0% thing is a good deal. Its what I choose a year ago...and will again this time around....that is if the Apple site ever comes alive with the advanced option for current IUP users. It hasn't yet.

This is gonna backfire somehow...
I think it already has. Tried to pre-apply today and Apple Chat is telling me the pre-approval system for X is down but the technicians are working on it.

Never mind. It's up now and took like others said about 3 minutes to complete.
