UPS has the contract as far as I know. And they’ve got an entire logistical process they follow that (to my eyes) amazes me every year.
now it's acting like I'm not eligible to upgrade/it can't find my device when I know good and well I am eligible
Apple Store app is the way to go. Store hasn't come up yet on browser as of 8:15. But the Apps were up by 8:03 and had my order complete by 8:05. Painless.

I used the Apple store app and at 7:01 PM Central ordered iPhone 12 Pro Max Graphite (512/AT&T) for 11/13 delivery. I was preapproved with IUP.
Argh I had it on home delivery in stead of store pickup, anyway to change or no
Probably not, unless you order another (depending on how you purchased, this might not be possible) and then cancel the original when cancellation becomes available.
Best bet is to call Apple.

Let's see how long it will take for the dates to slip. The Sim free model for the 12 Pro Max Pacific Blue for all 3 storage still shows 11/13/2020 delivery. Seems like they have plenty of stock.

Done! Gold and silver 256 comes on the 13th. Odd thing is my iPad app kept saying "Almost there". The phone came up almost immediately. I ended up ordering both from phone.
Apple uses UPS for international deliveries. They use FedEx for domestic deliveries.
Now 15 mins after the hour and I'm still getting the Almost There message. I got up directly in the middle of my sleep schedule to pre-order and Apple's site is still not ready when they said it would be. I am not happy with Apple right now!
Yay! Now we all get to panic when we get stuck in customs in Shenzhen together or try to guess the FedEx flight out of Alaska! 🤣
So now we wait. Soon we'll be obsessively checking UPS status and tracking flights through Anchorage.
