A lengthy call with Apple yielded no expected issues on receiving a different device number in Apple Pay.
I'm going to assume Apple had done some research on this scenario.
In his case he had 3 orders and that's the million dollar question. Is his issue because of the 3 orders under 1 ID, or directly related to an iOS restore and different Apple Pay device number?
