I feel I've learned a lot about the Canadian economy today.
Just to test whether it works both ways, I've emailed the World Economics Journal asking whether iTunes Match is a defacto streaming service or a "simultaneous listen and download" service.
Come on everyone. why not try taking a rumour with just a little bit of caution and common sense. The fact that the replies from different people to persons in different regions are so similar sounds very much like it is the standard corporate line. I seem to recall similar phrases coming out when TV rentals were announced for the TV, and look how that turned out!
This is probably no more than the standard corp. response to this question. Notice the use of the word "hope". That typically means "Yeah, it it works out, then we'll look at rolling the service out to *insert country/region here*". It's not a promise that it will ever happen...
