For all the people roaring about merging apple id accounts, yes it is that difficult. There is also a huge security issue in allowing this like some others have mentioned above.
The best thing to do in this situation would be to use the new apple id account. sign into icloud and itunes and app store.
Add the old one via icloud family sharing in-person method.
Now you have all the old purchases under the said account
Problem resolved
 
I can see that it’s a complex challenge for Apple to merge two separate accounts and manage subscriptions, iCloud data, payment informations, etc. Not giving them an excuse not to do it but I think this is the primary reason
Is there any practical reason for them never allowing us to merge Apple IDs?
It is a legal logistical nightmare waiting to happen.
