Well I lived in New York for 20 years and it seemed pretty standard practice. We are not talking $20 transactions I always used cash for those.

I currently live in NYC (born and raised in Brooklyn) and I never use cash for anything. And I've never had to show my ID.

In fact, I'm positive I bought my TV with my credit card and didn't have to show ID. $1000 dollar transaction right there.

Edit: BTW, I'm not saying it hasn't happened to you, I'm just saying I've never experienced it.

I can talk to the flip side of the situation as well. When i retired from my day job I was a part owner in a Night club in Manhattan. We took photo copies of drivers license for anyone that wanted to spend big on a credit card. you would be surprised at the people who drop $1,000 in a night club on a Saturday night who would deny it and raise a claim with the credit company on the Monday morning. Of course they also conveniently forgot we had copies of their drivers license and sending the signed slip and the copy of the drivers license always took care of business.
 
From what I've read the limit is tied to the contactless limit on older hardware. Newer terminals have more security and don't have those limits in place. So other retailers in the UK will follow as they upgrade their hardware.
Its a software update for 99% of terminals. They just need to update their contactless version from 2.0 to 3.0 (and don't even need to do this support for Amex high value payments). Most small retailers will have had their terminals automatically updated by the end of the year.

I must admit, when in the US I do seem to be asked for ID an awful lot when using my Amex (but not so much when using other cards. I guess I must look suspicious lol!

One time a women in Express Stores asked if she could see my ID when I paid by Apple Pay! I asked what she was supposed to check it against and was my fingerprint not good enough! She said the machine would tell her my name...Well joke was on her because on the next screen it said the name was "Valued/Cardmember"! I couldnt help but snigger.
