Apple will still be supporting and providing security updates for iOS 14. So when iOS 14 has updates, they'll show at the top.

Got the same thing ... it's cause Install Updates was not enabled, only Download Updates.

I believe they do this to leave the option to the consumers, as some people prefer to wait before trying a whole new generation of a OS.

nah else Apple would’ve introduced this years ago. Only reason : CSAM on hold. Notice this Download updates and install updates wasn’t there until iOS 14.8.1

Apple is continuing to support and provide security updates for iOS 14. So when iOS 14 has updates, they'll show at the top.

I can understand but they could have made it clearer and brought above "the fold".

That’s because you stay on 14 till your ready to update Apple will still release security updates for 14
