according to Twitter the 16.3.1 release was a mistake. It was released as RC now. I have no Idea what Apple is doing. This never happened before. I was able to update my XR but not my iPad or iPhone 14 Pro Max.
Apple TV Update is also finished and Watch and HomePod Updates are loading.

EDIT: I think this is a false info on twitter or Apple decided to release it to everyone instead of an RC. My iPad and iPhone are showing the Update now.
 
The Apple Developer Websites are showing the updates also. They are definitely out for everyone.

Also why is the article stating we could see 16.4 in a week? There hasn't been a single beta for it yet.

Okay 16.3.1 showed up on my iPad and iPhone. 16.3.2 showed up on my HomePod minis and Apple TV.

I saw someone say 13.2.1 is out, but nothing is showing up on my MacBook Air.
 
Just for fun, I started updating all 6 devices at the same time. Winner to loser:
  1. HomePod (OG and mini)
  2. Apple TV (4K 2nd gen)
  3. Apple Watch (Series 6 and Series 7)
  4. iPhone (13 Pro and 13 mini)
  5. iPad (Pro A12X)
  6. Mac (16-inch MacBook Pro Intel, MacBook Air M1)

Upd. Just reappeared
I had to go into iPhone storage, scroll to the bottom and remove the update (it showed 66K). I was then able to redownload. Not sure if it was just a timing issue, but preparing now.

13.2.1 is preparing for install now on my 2017 15” MBP.
