Yes, as has been pointed out repeatedly, you cannot use the delta updater because you are skipping versions.

Apple has always (well, since they did delta updates) provided delta updaters between previous version and current, and otherwise you have to use a full update. Big Sur's are bigger, which is unfortunate, but the idea has not changed. Been this way for YEARS.
