This is because macOS asks apple's server before every app launch. They're not responding or responding very slow so the launch of every app is delayed or hangs.Yep. This is weird. Some of my programs won't start or open i.e. Plex.
Damn and I though something was wrong in my end. Three macs on big sur unable to open any app such as word etc What a total cluster f***** What’s going on with apple, seriously...Same here. It is like all my other programs became locked out when I started the upgrade to Big Sur. Not good.
Perhaps so that we are encouraged to buy the Apple Silicon Macs... :XFWIW, I experienced weirdness on my *un*-updated Mac about thirty minutes ago. Wondered if it was related to iCloud issues. Perhaps this just sent a big “pulse” out to all iCloud-using Macs, hampering performance.

No. Apple uses Google servers as well as Amazon.Little snitch tells me the update is actually coming from google servers. Sabotage?
