They probably found that coloring those tabs doesn't look great. That's why the introduced the other control, which was easy enough to colorize, but doesn't look very tab-like.
Looked perfectly fine when using Safari 15.0 on Big Sur for the last month - it's the title bar I miss not being coloured the same as the page, thought he tabs looked fine too.

People say “Give customers what they want”. But at Apple, we give them something they hate. Then we give them back what they already had originally, and they couldn’t be any happier.

Thank you, Apple. This was the right call from a UX perspective. People who love Compact Layout can still use it, and those of us who prefer Separate Layout can keep the previous version of it, which was more usable in that format.

I don’t use the compact layout, because I prefer to have a bigger URL bar that stays in the same place.

I really loved the look of the new tab bar however, especially the “blended chrome”, and going back to the old style looks like an ugly step backwards to me. I think I’ll try to stick to the current safari version if it doesn’t allow me to use the modern tab bar without switching to compact mode!

Not me. I want the new style. I’m going to protest by not upgrading my Safari if I can’t have it.
 
next update should offer a splash landing for first time launching safari, present both options. compact is cool, my guess is the same people who don't like it are the ones responsible for the return of the hdmi port on the MBP, and we really have to stop listening to them.
 
I’m curious - what are the main reasons for people hating the compact tabs?

I don’t like compact mode because it makes the URL bar too small and the tabs move around too much for my liking.

I do really love the appearance of the new-style tab bar, however, and especially the “blended chrome” effect.
 
Wait a minute, the colour matched title bar has gone away with both options?! I had that all the way through Big Sur with the "old" tab bars - now they've taken it away, what?? Why?

It’s ridiculous. Blended chrome was the best thing about Safari 15.0.

The background color feature started really growing on me, and the "button" style tabs didn't actually bug me so much in practice. Not a fan of the "compact" tab thing, so now it's back to Vanilla Safari, I guess. Ah well.
 
Now if everything wasn’t so damn white, light white, dark white, gray, light gray, or medium gray. Why the war on contrast still? Everything blends together so much it takes more time to discern certain features too often.

My main browser of choice is Edge, but I also often use Safari alongside it. Very unpopular opinion, but I’m actually enjoying the compact design and don’t see any issues with it.

I’m waiting for the one weirdo to say they liked the new tab bar and they never clicked on the wrong tab. ?

Granted that Safari is my secondary browser, but I’m that one weirdo, even currently while writing this :,)
Apparently there are two weirdos, LOL. I didn’t mind the new design and never had trouble finding my tab. I *did* have quite a lot of trouble in the previous version and had to learn to remember which tab I was in by other means than the differentiation applied by the browser. So this is probably why it wasn’t a problem for me in the new design - I’d already adjusted to the browser not identifying the tab well. ?

Yea except Compact should be the default. It is a bold and interesting new design and I've been using it for months. Yes with dozens of tabs open too. I like it. It is very good. The whiners won though, and they created this mess that resulted in a worse design that is now finally being replaced with the old design.
