I believe the feature is there.
Be careful that you're not viewing the "Whats Playing Next" music app on the watch vs iTunes on the Watch.
I'll give this a try as last night no music on my watch + iPhone with me on the gym floor + music over BT headphones the watch was able to control Playlists on phone.


Confirmed:
AppleWatch OS 4 is messed up!
Music playback is sourced from the device that initiates the music (track/playlist)
This means if you initiate playback of say a playlist on your iPhone then THAT will appear in the top left-hand corner of Watch's iTunes/Whats Playing Now app. Also means you CANNOT change this! Grrrrr.

Situation:
I play music from varying playlists on my iPhone 7 whilst commuting on TTC. When I get to the gym, change clothes and move to the gym floor - iPhone is in locker, AW on my wrist ... OS3.1.3 allowed me to goto main iTunes screen, ForceTouch and select Source = Watch. in OS4 I cannot there is no option. I have to FIRST go back to the locker, stop music playback and kill iTunes app on iPhone. THEN I can intiate the copied 2 playlists I have on AW OS 4.

NOTE: Watch shows ALL playlists that are on the phone so you do NOT know which is local to the watch!

I have it at the top of my dock. Have dock set to display favorites.
Press side button, it’s right there every time.

If you are looking for “Now Playing”, you can add it to the dock. Gives ability to play, pause, ff, rew.

Docking the Now Playing is not the issue we're talking about.
Yes I still get notifications of closing my rings or even LOOPING them 200X 300x 400x just like before.

The issue we're experiencing with music playback and controlling source using the AW is GONE!

I am flabbergasted (and angry)!!
They removed my most frequently used feature. I used my apple watch as remote control for apple music on my iphone (which is connect my BT headphone to) and they removed that possibility!
With the music app you cannot browse your playlists on your iphone (apple music) anymore!
They want you to download these playlists to the apple watch and connect your bluetooth headphones to it, ridiculous!
This separation of AW and iphone goes too far!! Hopefully they bring it back soon!

As I just quoted my post a page before yours, just above my update, music control is still there BUT only from the intiated source can you control. You can no longer switch the control GRRRRR. This speaks of more limitations or issues maybe that AirPod users with iPhone + AW have experienced so Apple may have removed this feature.
