My vote is for Gurman. Even if he is wrong, these would be quite minor spec bumps not worthy of an upgrade from anything recent.
Pretty much every new intro is "not worthy of an upgrade from anything recent." As always the point, however, is the relevance to folks upgrading from non-recent models. For such folks - who are the ones who actually buy new devices rather than just wag about them on internet fora - the statement "quite minor spec bumps" is just wrong, because they are not minor spec bumps compared to what the real buyers are upgrading from.

E.g. I have a v1 iPad Air. There is no likely iPad Air spec bump that would qualify as minor to me, not worthy of an upgrade. I bet a lot of old iMac owners feel the same way. Since I own an M2 MBP I am not a potential M3 MBP buyer and I just wag about them on internet fora.

There is no point in putting an M series chip in the mini when the current and rumored chip can run it easily with much to spare, especially with the OS being the main crippling factor of the chips real ability.
I suspect there are some who have the premise thay iPadOS is a bit limited. because it has to run on both A-series and M-series ( and the directly associated RAM and SSD disk minimal limits ) .

The entry iPad lags several years behind the leading edge A-series capabilities so iPad OS has to keep that trailing edge in scope until those systems vintage/obsolete out of scope . I think the hype for M1 is a hope that the mini naps could be raised more quickly . It is more so speeding up thr time table temporarily rather than likely permanently shifting things. The entry iPads are still going to have substantial cost constraints that the rest of systems getting m-series will never have to contend with.
 
Gurman's newsletter also implies that the M3 Pro/M3 Max MacBook Pros will be released before the regular M3 MacBook Airs. That just seems really unlikely to me.
Recent history agrees with you, but that history never made sense to me. Ideally I would expect higher end MBPs to get released first, to avoid having the lower end laptos cannibalize sales of the upcoming high end MBPs. My guess has been that that ass-backwards releasing must mean that early in the chip process evolution more of the less competent lower end chips are most cheaply available.
 
Well they keep refreshing the hardware but the big issue for most iPad owners is the software side... there's only so much they can do with minor spec bumps.. to bump sales. For most people... these minor spec bumps are not a compelling reason to upgrade. Jelly scrolling? for the majority of people this is a non issue next to the lack of decent software.

How about better software! using the current devices... I'd bet a lot of iPad users would even pay for it.. Id pay 30 dollars for a new version of iPad OS that provides a Samsung DEX like experience over an upgrade from M1 to M2 or A15 to A16 etc

Regarding DeX, Stage Manager already exists. I don’t use it (I think the iPad is meant to be used in full-screen), but I think it does a much better job at working with a windowed interface than taking you to a completely alien desktop-interface with poor touch support.

I wonder about your statement "most iPad owners are really happy with iPadOS and probably like it more than macOS." I certainly far, far prefer Mac Os over iPad OS. But I am older and used Mac OS for years prior to owning the v1 iPad; many younger folks do the opposite, using tablets for young formative years before touching a desktop/laptop computer.

+1 for an M1 Mini with Pro Display. You buy this for the size, not for the lack of features. Having a full-fledged iPadPro in this size (if thermally possible) would be amazing.

The whole point of DeX is to offer a desktop like experience using keyboard and mouse.... touch support makes zero sense for this. It's not a touch based interface.

And most iPad owners will be happy with the iPad they have... they don't need another... with the same iPad OS and mostly the same feature set.

I know loads of people with iPads from mid 2010s... that still do the majority of tasks they want an iPad to do. The use case of an iPad has not changed much at all except for the Pro Models with keyboards and pencil. Stage manager is just a really poor imitation of DeX... the option to enable a DeX mode if wanted would be far better for those looking to do more with iPad.

It might actually make sense if the regular M3s are just higher-yield (lower-quality) versions of the Pro/Max where some (possibly defective) cores have been turned off.

2023 would be the first calendar year with no new iPads announced in the device's 13-year history
I was all set to agree that no new iPads will come out this year, but this would be a very strange thing to come true. Especially given how absurdly crowded the iPad line is.
 
Totally off-topic, but from Gurman’s report:
Apple is planning a new system for its retail stores that will update the software on iPhones prior to sale. The company has developed a proprietary pad-like device that the store can place boxes of iPhones on top of. That system can then wirelessly turn on the iPhone, update its software and then power it back down — all without the phone’s packaging ever being opened. The company aims to begin rolling this out to its stores before the end of the year.
If that system ever gets compromised, we’ll be in for fun times.

Yet another dumbed down iPad.

Apple’s effort to not make the iPad usable as a professional device is killing it.

Give it e.g. a decent file browser, unlimited local file access, a full working terminal, downloadable and installable Apps, decent mouse cursor, cross app driver support.

Just like macOS, and it will flourish.
That's some of what I'd like to see in an iPad myself but that goes against what makes the iPad the iPad.

What makes the iPad special is its simplicity. Admittedly this is anecdotal but take the case of my mother. She uses her iPad daily to browse the web, Facetime her grandchildren & daughters, check Instagram, email, shop, have her weekly Zoom meetings with her old teaching friends, watch a movie or two and read a book.

She doesn't really do much more than that. She doesn't need it to do more than that. For her, an iPad is perfect and a laptop/desktop would be overkill. Yes she has an old MacBook Air of mine if she really needs one but she uses it rarely.

Not to sound arrogant or anything, but if one needs all of what you're asking for, then just get a laptop.
 
I'll buy one if no jelly scroll, had to return my 6 because of it... other than that it was perfect.
I bought a mini 6 wifi but traded it for a fully loaded cellular mini 6 with 256gb because I wanted the gps and cellular. There is no way I'll upgrade to a 7 no matter what it has. This one is good and I can live with jelly scroll. I can't imagine what else they can put into this mini iPad other than a better camera which nobody uses and OLED

The two issues could definitely be related. Apple definitely is working on new iPadOS software all the time, but the performance of some fundamental software changes could demand certain minimal hardware functionality. Even if there is not a hard go/no-go line for some software functionality, faster hardware will always make new features look better.

There are always finite resources to add major functionality. If you don't like how Apple approaches major desired improvements, then find a vendor who handles this in a superior fashion...

I'd bet even more would scream bloody murder.
 
Give me a 4 to 6GB RAM upgrade in the 10.9 Ipad (like the iPhone 15) or Ipad Mini and I would be interested... if only due to extended longevity.
