Surely the EU will be stepping in and demanding auto makers open their APIs and allow Apple access to hardware to level the playing field or risk fining them 10% of worldwide sales... ;)
It will when consumer rights are infringed and rightfully so. It’s not even that long ago since manufacturers have a mandatory set of diagnostics they need to publish via the OBDII port. And that was thanks to California leading the way.

I thought ODB2 was only required for emissions?

surely rights are being infringed though... but the EU just like to pick overseas targets ;)

VAG probably saving the industry given they have considerable clout with sales.

We've had ODBII devices (used on VWs actually) and it gave you access to a lot more diagnostic info and if you were feeling brave, let you change some settings (most people seem to have used to change blinker lights to streaming line).

Auto industry are at least as protective of their hardware/software as IT companies are.
Very resistive to third party items without fees changing hands...

And what basis do you have for that comment that they just like to pick on overseas targets? (<-- rethorical question as the answer is known as there is no basis for that at all, that is not what the EU is about at all.)

OBDII is mandatory, and yes both before OBDII (variety of interfaces into the car network) and with OBDII there are ways to change car configurations, nowadays often through car configuration files.

It is pretty open, just not so user friendly for most to start coding and interacting in hexadecimal ;) That is where third party software makes it easier to do the handshake, and have settings in plain English where you can change configurations. Typically, software like Eutel, or Xtools for generic stuff that not just need to read and clear, but also write. Or brand specific like VCDS for VAG or Carly for BMW or GAP IID for Land Rover/Range Rover, Orbit for Volvo, and so on...

Now it is also possible to read all sorts of details for EVs, and that information is available already on the OBDII bus.

or you can just go into expert mode in Teslas and see lots of additional info. Or use an app that does it...

"that's not what the EU is about" LOL. best line of the day here. :)

Many cars can do that using their apps or in-built systems, long before Tesla even existed as a car manufacturer. But that isn't a standardised method of access. Microsoft Azure and Eriksson provide cloud automotive services for a long time now, even with a virtual copy of your vehicle in the cloud. Not something consumers are normally aware of, nor should interact with.

A remark on the internet is easy, having actual proof linked to policy that is verifiable is an entirely different thing.
