Apple Says Fix Planned for 'You Do Not Have Permission to Open the Application' Error When Using a Scanner on Mac [Updated]

This sounds like the -21345 error I get when trying to scan with the built in app.

I'm really over Apple at the moment. After having 3/4 of my family's Macs corrupt during the Big Sur upgrade in the past week + endless issues actually downloading Big Sur and endless issues with Time Machine, I have to deal with broken workflows.

I waited nearly a year into Big Sur's lifecycle and this is the crud that I still have to deal with?

Still not fixed running Monterey on cMP 5,1 MLOC.

My folder "/Library/Image Capture/Devices" is empty in Monterey but when booted into Mojave there are 4 files. No issues scanning or printing in Mojave.
