I don't see how. They already let you disable iCloud Drive syncing per application in the settings. No reason not to include the Phone and Facetime apps too.More complexity for the user.

Have you tried disabling iCloud Drive as various posts have mentioned?My big issue is that there is no way to turn it off, without completely disabling iCloud on the phone. I carry two phones, and have to keep iCloud disabled on one of them so my work and personal call history isn't mixed.
if you're that paranoid about syncing call logs, you'd disable icloud drive anyways. elcomsoft just wants the attention.
Stuff like this gets on my nerves. For 99.99999999% of users this is an awesome convenience, but there's always that small group that is worried about muh privacee. Stuff like this is whats holding Siri back from the likes of Google Assistant because of the paranoia. I wish Apple would split it and have a basic Siri and AI data gathering like they do now and then a more advanced option that users can opt into to have a more useful assistant. Do I want them to go full Google and track every single thing I do? No, I'd love it if I could sync my health data and cards that are in Apple Pay in the Cloud and not have to set that crap up every single time I get a new phone or reset my phone. /rant
The issue is that you can't choose, and it is not related to iCloud Backup.I mean...duh? If i buy a new iphone and restore from icloud, i WANT my call logs to be on my new device. That's part of the information i want restore. I could easily uncheck the areas i want synced and i wouldnt have it if i cared about privacy. So....duh?

Seriously I don't want to come across as glib with that but you might not care about your privacy at all but plenty do and have to for commercial/security purposes. Those people should have the choice and not be forced to use a platform where their data is being comprehensively harvested.
There are a lot of people for whom the kind of features offered by the Google assistant aren't particularly useful and certainly aren't worth the privacy trade off.
The whole problem is that apple has encryption keys. They DON'T NEED these yet they insist on keeping access.

Again, the syncing that Elcomsoft is referring to has nothing to do with iCloud Backup. It's completely separate. Your post is thus based on a false premise.Probably need to understand the consequences of "adding another switch".

1. iCloud backup still backs up your call history
OR
2. iCloud backup no longer backs up your call history.
If they probably just add another switch for something like Calls or Phone to iCloud settings next to Contacts, Mail, Notes, Safari, etc. that would likely do it.Probably need to understand the consequences of "adding another switch".

A knowledgable user would assume case number 1 is true. A dumb user would assume case number 2 is true since they incorrectly assume iCloud backup goes to your iCloud Drive (which sounds logical, but technically incorrect).
So what do we do? We add another switch in iCloud backups to allow the user to turn off call history from iCloud backups. But then a "dumb user" would turn off call history from iCloud Drive, but forget to turn off call history from iCloud backup because he/she did not know it needs to be disabled in both places. Unless, we don't care if iCloud Backups contain call history (but I'm sure we'll have someone like you asking about "why not add another switch to disable backing up call history?")
And then you need to do this for all devices (also need to add a switch in Time Machine to disable call history from Time Machine backups for macOS since you can make calls on those too).

I am far more concerned about the iCloud Spam thats affecting Calendar and Photo Sharing than I am with the storage of call history in iCloud. Wish Apple your mention something about fixing this!!
