Not at all, 10.3 is packed full of goodies as the arstechnica article explains.

I don't think that is what happened here (ie, the rumour wasn't completely made-up nor was it launched with malicious intent), but rather an example of how we can set up ourselves for some disappointment by investing (too much) hope into a rumour.
