Apple today seeded the first beta of an upcoming macOS High Sierra 10.13.6 update to developers for testing purposes, which comes as macOS 10.13.5, an update that's expected to include Messages in iCloud, is still in testing.

The new macOS High Sierra 10.13.6 beta can be downloaded through the Software Update mechanism in the Mac App Store with the proper profile installed.

We don't yet know what improvements the sixth update to macOS High Sierra will bring, but it likely focuses on bug fixes and performance improvements for issues that were not able to be addressed in macOS High Sierra 10.13.5.

We'll update this post if any new features or notable bug fixes are discovered in the new macOS 10.13.6 beta.

Work on macOS High Sierra is wrapping up, with Apple now shifting focus to the next-generation version of macOS, macOS 10.14, which will be unveiled next week at the Worldwide Developers Conference.

I think they are holding it because a new mac is coming on 4th, and there is something in 10.13.5 about new Mac that they dont want us to know yet
... or there was some last minute problem found after the release of iOS 11.4 which caused the quick release of 11.4.1 beta and macOS 10.13.6 beta (mutual problem on both systems). Then we might never see the release of 10.13.5.

This wouldn't be necessary. They would just have a special build for the new Mac. They've done it multiple times before.

When this happens they release "supplemental updates" that don't change the version number (there was one for 10.13.3). It's actually very typical to release new betas after a final release--the only thing that's strange here is we don't have 10.13.5 yet.
 
Bizarre. Can't remember the last time the next beta came before the previous version's final release.
It's happened before. I remembering being confused by it previously.

Most likely answer. The final's probably got some references they're not keen on leaking.
