Holy stuttering screen and curse jumping batman... how the heck did anyone notice the stuttering, curse jumping, phantom tapping/swipping... ?
 
Works fine on iP6 iOS 9.2 b4. I would doubt that would be default behavior. Perhaps a "reset all settings" would be worth a try. That solves a lot of screwy issues as you are describing and is easy and non-destructive. (not the erase all settings)

Until now iOS 9 is crap on a 4S, slow like molasses, wish I could at least go back to iOS 8, or better iOS 6.

Actually, I need a new iPhone, but they get more expensive by the year.
Time to upgrade to something better buddy, iPhone 7 almost out and your on an iPhone 4 and complaining...?

Upgraded my iPhone 6S to the iOS 9.2 b4 and it's running pretty good, no noticeable lag system wide, but for me it seems to have been pretty good since iOS 9.0. Hopefully it'll only get better, even if it gets worse along the way with the eventual betas. Hopefully the lag issue gets resolved for people using the older devices.

Just for you to know, it's barely two years ago Apple stopped selling the 4S, It should still run well, my 4S still looks like new as well, why buy a new one if the only problem is the software.
Is this how it works now, just throw a perfect working iPhone away because Apple can't seem to get their act together.
Why not allow people to downgrade their iOS?

(iPhone 6S) after 24 hours I genuinely feel like the battery life is better. love that apple is putting out all of these betas and squishing bugs before they release it to the masses

I feel that battery life was slightly better on beta 3. I'm at 80% with 2 hours and 18 minutes of usage and 9 hours standby. Or maybe I'm being stingy. I don't know. Lol. Still, battery life is good here. -iPhone 6 Plus

I'm on 6S with 9.1 and, for me, opening the camera app while listening to music stops the playback. Can someone please confirm if this behaviour is the default and if it has been changed on 9.2. Thanks
Music only stops for me when opening the Camera app when the camera app is on Video... when on Photo, music, or for that matter iHeartRadio - continues to play when I open the Camera app.

I was going to mention this since the video setting needs the microphone.

Problem still there on my 6S with this beta.

Looks like it's a 6s thing. There's a 6 page long thread with puzzled / angry / dismayed comments about this on Apple support forum.

Yes. This was the behaviour i got used to on my old iph5. I've had a 6s for a week now and it's a royal pain to use the camera while listening to music and since no amount of settings reset did anything for me, all my flimsy hopes hang on this iOS update.

Apple today seeded the fourth beta of iOS 9.2 to developers and public beta testers for testing purposes, just over one week after seeding the third iOS 9.2 beta and a full month after releasing iOS 9.1 to the public. As a .1 upgrade, iOS 9.2 will mark the second major update to iOS 9.

The fourth beta of iOS 9.2, build 13C5075, is available as an over-the-air update and through the Apple Developer Center. Public beta testers can download the update over the air. Apple has also released Xcode 7.2 beta 4.

Earlier betas of iOS 9.2 included changes to the Safari View Controller, which is what allows a pop-up Safari window to be used in third-party apps. In iOS 9.2, Safari View Controller supports third-party Action Extensions, letting apps like 1Password to be accessed in the Safari view of other apps like Tweetbot.

Safari View Controller has also been updated with the ability to long tap on the Reload button to reload content without content blockers and it now supports the request desktop site function. The second iOS 9.2 beta improved Safari View Controller further, introducing support for dismissing it with an edge swipe.

Along with improvements to Safari View Controller, iOS 9.2 also introduces Arabic support for Siri, support for AT&T's NumberSync Wi-Fi Calling feature and it includes bug fixes for iCloud Keychain, Apple Watch syncing and pairing, audio quality when streaming to stereo systems, and more.

Move to the Android platform and you’ll never have to worry about updates again... because you won’t get any in the first place.

Not good enough and a very short-sighted reply.

While I agree it's an obsolete device, I bet you wouldn't be saying the same if it were your MacBook. My one for example is an August 2013 MacBook Pro retina. Technically, that's more than 2 years old and it still runs everything perfectly and I expect it to do so for another 3-4 years. If it slowed to a crawl after 3-4 years because of the OS, I would be pretty pissed off with Apple.

Apple should simply block updates to older devices that simply cannot handle the demands of a new OS. At the end of the day iOS 8 is still perfectly capable and there is no real need for iOS 9 on the 4S. On top of that they were still selling the 4S a year ago through official channels so as a user, I would expect a minimum shelf life of at least 3-4 years from the point of purchase.
