Same here. That's exactly how I felt about Lion too. As soon as I read the Lion GM was released, I was excited, because I knew that Lion would be coming soon.

I found b3 to be much smoother than b2, I guess its not the same experience for everyone.

Technically you have to be a registered Apple Dev, but there are other ways to get access to the beta. I'm not sure if we're allowed to talk about it.

He means because the supposed OTA updates aren't working, and everyone is being forced to go to the Developer Portal.

I feel like in an hour or so the OTA updates will be available...just because Apple pushed out the new beta doesn't mean the OTA update is set yet.
