Apple Pencil support for general UI elements has NOT returned in 9.3 Beta 3. Please submit a Feedback Assistant report on the matter to let them know that it lessens your satisfaction with the Pencil, too. They'll only care if a good number of people using the beta respond similarly.
Carrier build for me is Verizon 23.5.4 but I'm not seeing WiFi Calling. What's everyone else got? Does it update with WiFi Calling?

Seeing as the 5s and older didn't get VoLTE, and Wi-Fi calling works the same way, you'll probably need at least a 6 to use Wi-Fi Calling on Verizon.I've updated to beta 3 and my settings are 23.5.2... and also wifi calling isn't showing up as an option under settings > phone. I think it's Cellular Preferred. At home, with ~2 bars of LTE, I'm on VZW Wi-Fi. But at work with 4-5 bars, I'm on regular Verizon. Toggling Airplane and turning on Wi-Fi puts it back on VZW Wi-Fi.

Looks like I have an earlier build, 13E5191d. I signed up for OS X as a beta tester, but have a developer account for iOS. I am now thinking I downloaded iOS as a beta tester and got the previous version (9.3 beta 2).Try going into settings --> general --> about --> and then tap the carrier line through all of the information and see if it triggers a carrier update. Only other thing I can think of other than a fresh install is to make sure the build number matches 13E5200d.
One other thing to note is that iPhone 5c and later are the only phones capable of running wifi calling.
Yep...just saw that myself.Hmmm, it let me download and update OTA without wi-fi connectivity. It hadn't done that before.
I will and this totally sucks...I think its looking like it's a permanent thing! I won';t be upgrading till they fix it or not at all! What will happen if they don't is that someone will on the next jailbreak develop a program design to restore that feature. Mark my word on that one!
