Right now, there is a bit of a bug with the beta that is preventing Apple silicon Macs from being able to download it. Intel Macs can be updated with no issue, but Apple will need to address the server side bug before it will be available to everyone.
Apparently beta 3 does show up on Apple Silicon if you have never installed Rosetta on that Mac before.

Everyone else has to wait until Apple fixes the Rosetta update...

Update: It looks like Apple ran into a distribution issue affecting the Apple Silicon version of today’s macOS Tahoe beta. For now, the update appears to be available only to Intel Macs.
That info was added to the MacRumors article 30 minutes ago, but people don't read before replying.

I see the ipsw is downloadable from the developer site lol

This same thing happened with beta 2 where it took forever and multiple refreshes to show OTA

I'm running it on an M4 Max, weird.

edit: I see, works only without Rosetta installed.

Interesting - I refreshed the MacRumors article just now and it still doesn't show about the Rosetta issue. In any case, I run Rosetta apps all the time and the update still isn't showing up for me anyway. Must be something else.

Correct, if you have Rosetta then the update doesn't show up, because the Rosetta update is broken. If you never used Rosetta then it does work.

I think that's the exact issue base on the comments above.... If you have Rosetta the update does not show up. You seem to have that exact issue.
 
They're making us wait for the Safari black tab border fix, huh?! 😆
I'd rather the underlines vs. what is happening now honestly. Hopefully they speed up the UI Chrome switching speed, it's extremely distracting.

Finder looks better vs. Beta 2 but less 'cool'.
 
Lol.. i reported some inconsistencies with the trash / empty trash. The one in the bar was squared, and the one "empty trash dialog" was round. Now they are the same. Love it. Just one thing, should the little trash icon in Finder bar (customise / add bin) with or without lid..
