So, really weird but here is what I did that FINALLY seemed to work: (tried them both at the same time. So, not sure which was the reason it worked)
1. Turned the Mirror iPhone setting OFF for Airplane Mode on the iPhone
2. Opened "Dark Sky" app on my Apple Watch.

I tried the camera app trick earlier and nothing happened right after that. I could connect to the phone and take pictures but still said it could not connect when trying to download the update. Only reason I can think the Dark Sky app worked but the Camera app didn't is because you can check for the update in the Apple Watch app while Dark Sky is open on your phone. When you try that with the Camera app the watch gives an error saying the camera on your phone is closed.

Anyway, hope that helps.
 
I got frustrated with "can not find watch" and the update wizard spinning endlessly so I decided to put my phone and the watch on charge and go watch some TV for about an hour. When I came back the phone showed the red circle with the 1 in it on the watch app and the update was there to download. All looks to be fine now...lets hope it does not brick the watch or something stupid. Seems that the beta process for Watch OS 4 is not going as well as hoped.

Still nothing for me. Still have he can’t connect to phone error... even though every app is connecting.

Thanks for the advice. Somehow it started working, before I saw your helpful info. I will keep it in mind for next time. I hope it goes more smoothly when beta 4 is released.
 
So my Series 0 watch just keeps asking for the passcode, and when I put it in it goes to the Apple Logo with the progress circle around it. I have to force restart the watch by holding the dial and button together and then it happens again. How do I reset the watch and restore from backup. It says the update installed.

UPDATE: It fixed itself after 3 force restarts and it was off the charger. Now it's working again...

No problems on my series 2, but the wife’s series 1 is getting the Could Not Connect message. I’ve tried every suggestion in this thread and more. No luck.
 
I strongly caution people from downloading this. I've never had any issues with watchOS betas, not even with that update that Apple pulled from their servers because it was bricking too many people's watches. This update however, has been nothing but a terrible experience so far. First, like most people here, I kept getting the "Cannot connect to the Watch" error, which eventually went away after multiple restarts of both the watch and the phone. Then, it downloaded the update, it started installing it on the watch, installed it, watch asked me for a passcode, and then it went into another install cycle (or something) with that dotted circle slowly filling up on the watch screen again. Completion of that circle has taken forever - and then when it filled up, it's been sitting on a filled up circle for more than an hour. I've then decided to shut down the watch and restart it - but the whole thing just repeated itself. It's stuck on a fully filled circle for more than an hour again. The whole process has taken several hours now, and I'm afraid my watch is probably bricked. I'm actually also afraid that the oled screen is going to get a burn-in from the apple logo and that circle sitting on it permanently for who knows how long now.

I had a similar issue with the passcode and circle-filling issue. 2 restarts while off the charger solved this and the watch is up and running again.
