Installed and left over night.

Woke up and progress was on 100% on the ring / apple watch. Waited another hour. Nothing. Pressed crown and side button till it turned off. Turned on, entered pin and working again.

One to watch out for if anyone gets those symptoms. :)

For a second I thought it had bricked! phew!
 
I had a similar issue with the passcode and circle-filling issue. 2 restarts while off the charger solved this and the watch is up and running again.
Took three restarts for me, and now it's working. Phew. On the last restart I actually force restarted the phone and then the watch. Not sure if the phone being restarted as well helped (I read somewhere that it's one thing to try) but it might be a useful thing to try for someone who has this issue.
 
FINALLY got past the “Cannot Connect to Apple Watch” and “is already up-to-date” messages.

Important: if you previously re-paired your watch, you will have to reinstall the beta profile again.

Spent 3 hours trying to update it last night... Tried re-pairing, re-add profile, rebooting, camera trick, dark sky trick, not much worked. This morning I was able to get the update to show and download. It took about an hour for that part. Now for the last 2 hours or so it's been in the "preparing" phase. Did you have any luck with yours?

Nope. Nothing seemed to work. I tried twice more by deleting the update and redownloading. Nothing worked. Will try again tonight.
 
Here's something i think is new. On a clock face, swiping up from the bottom brings up the control panel, but now, you can swipe up from the middle of the screen, much easier. Similarly, swipe down from the middle for notifications.
 
Here are some changes I discovered in watchOS 4 beta 3:
  • Apple has finally implemented the new animations for reaching Activity goals, which were shown on stage during the WWDC 2017 keynote.
  • On the Toy Story watch face, when the Toy Box style is selected, it now displays all characters side-by-side instead of the ball seen in beta 2.
  • The News app is no longer present in countries where the iPhone counterpart isn't available.
  • In the redesigned Heart Rate app, they re-added the beating heart, which is now located beneath the BPM label.
  • The sound played when disabling water lock is now pitched much higher.

As far as I can tell, performance is pretty decent on beta 3. I'm particularly glad the lag between raising your wrist and the display turning on is gone (actually, Raise to Wake sometimes even seems to be faster than on watchOS 3). Battery life also seems to have improved (currently at 92% after 3 hours of light usage). They still need to fix the crashing issues with the Maps and Music apps though...

Once you get the download started/get to the preparing stage, you should just wait. It didn't look like it was doing anything for me but after a while (30-60 min) it was finally ready to install. I wouldn't interfere with it at all, since it will likely just cause more problems.

This is sooooo freaky. I've always swiped up from the bottom edge and down from the top edge. When @Lepton said this was new, I just tried it and thought this was a brilliant change. I just tested on my Wife's OS3 device, and it's always been there as you say. Grrrrrr

Mine eventually timed out and asked me to install again and then would start giving me the error again. I then rebooted my watched about 3-4 more times, each time, trying to update and failing. Then, this last time it actually seems to be working. The watch is on the Apple logo with the circle progress bar, and the Apple Watch App on the iPhone finally says "Installing". We'll see if it finishes.

Is that for the “already up to date” problem or the connection problem? Because I’ve tried about everything and I cannot get my Watch to connect to my phone.
 
On my series 0 watch I am noticing improved battery life with beta 3. After 3 hours of use I have only used 4% of my battery which is vastly improved over the 20+% I would have used on beta 2. Much improved. That being said the installation/update took about an 1.5 from start to finish and only got a few can not connect to watch. I just kept trying and it eventually worked. Overall, nothing horrible for me. Beta 3 has less lag and seems to be a significant improvement in batter life. Cheers! :)

I had the same problem on my watch this morning...
after entering my password, it went to 100% on the ring and stayed there for at least a hour...
everything was fine after turning it off/on.

Exact same thing, definitely something wrong in the install process causing this bounce loop freeze to occur. No doubt it will be fixed in the next beta. I made sure to issue a bug report this morning for it.
 
one question, I make the mistake to install beta with an dev profile, my question is, when the public watchos will arrive, I will be able to install it and come back to the official one, I know if I want to downgrade to watchos 3 o must Sent it to Apple store. I prefer to wait till September - october for official one

Completion of that circle has taken forever - and then when it filled up, it's been sitting on a filled up circle for more than an hour. I've then decided to shut down the watch and restart it - but the whole thing just repeated itself. It's stuck on a fully filled circle for more than an hour again. The whole process has taken several hours now, and I'm afraid my watch is probably bricked. I'm actually also afraid that the oled screen is going to get a burn-in from the apple logo and that circle sitting on it permanently for who knows how long now.

I've been currently stuck on a completed circle for the past hour. I tried rebooting and same thing: circle progress indicator started over from the very beginning...
 
I may be imagining it, but I think my Apple Watch was responsible for the atrocious battery life on my phone. Today my phone battery is lasting very well, where as even yesterday with iOS11b3, my phone battery was sucked away very quickly.

yes you will be able to continue with the official release...
you juste have to remove the beta profile... and when a newer official version is available, it will be available to you.
