In most of Europe, Monday is considered the start of the week. You're also forgetting the long holiday (with many Americans taking the Monday off).

That's why it says American English. I live in the UK and yes, we consider Monday as being the beginning of the week. :)
 
I don't know if this helps but a reboot of my 6 Plus allowed me to see the OTA update. Trying it on my Air 2 now.
 
...and now I see it on my iPad as well.

I know your joking but on Beta 2 I have had the best battery life I've ever had. I am going to bed with 50% of my 6 Plus' battery left without plugging it in all day and fairly heavy usage. I didn't get that on iOS 8 and definitely not on 9 Beta 1.
Which iphone is that?
 
It is taking a long time for the first reboot after the OTA installation.
