I think I know why this is happening. Unlike previous prerelease betas apple kept all deltas online so that you could update one at a timee.
This time they have removed the DP2 update. So if you did a clean install of DP1 it will no longer be able to see the DP2 update and hence not the DP3 update, etc.
This is pretty bad becuase it means you are stuck on DP1 now till another newer full installer becomes available. So far there is no full installer for DP3. But if they remove the DP2 delta update then they should provide a full installer for DP3 - or at least a combo (but they have never provided a prerelease beta combo before however).
