Because as soon as user opens safari or email, the background has to be white. And it would be like a smack in the head each time.
Seems like those could be part of the dark design as well as they are native Apple apps that they control.

Apple botched this keynote. They are really behind the times now and really not innovating. I see a poor future ahead for apple. This means that while everyone dumps their stock (deservedly so), now may be a good time to buy more Apple stock. Apple does not have a viable long term plan because hardware keeps getting cheaper and better and there's really no way to compete with luxury when hardware is going to be good enough. Apple is still very closed and this may be the mac all over again. Apple can be a niche company and survive, but they should not delude themselves with saying that they only make the best products that only discerning people will appreciate. It's just not true. They're niche because people realize that their products soon won't be worth the premium that they are asking for.

Safari in private mode has a black background on the toolbar, so it is already "dark mode".
As long as there is an option to switch on/off the dark mode I'm fine with that.
I used window phone in the past with a black theme and it wasn't that bad.
To be honest I prefer the white theme, but with an OLED display I could change my mind so I hope it will be possibilite to set a dark mode next year

I started watching and then remembered it is the SOFTWARE edition. So, it will be quite boring for me at the moment. It has been that way for a long time and I just had that reminder when I started, there is no hardware here so that is not something to get annoyed by.
