Yes, Google (and Samsung?) have been goading  into doing this, but  now have the high ground in that they can say they're working with a standard. It neatly knocks down one frequent complaint that detractors wheel out.
No this is to try & stop the European Union coming after iMessage.
So if Apple adopts RCS profile it then looks like they are trying to remove the gatekeeper argument about iMessage.

Either way, at least Google would finally shut up about it. Hopefully the RCS Apple implements won't have to go through Google's server.
It will go through Google servers since no wireless carrier in the United States supports the RCS standard currently, since T Mobile is shutting down their RCS server.

Whats that got to do with complexity? Isn't the fact that google can create and burn through 6 different messaging platform in 10 years mean it not complex to create?
 
I wouldn't be surprised if one of the carriers notified Apple that they would be deprecating SMS/MMS in the relatively near future. Apple was always going to have to move to RCS at some point down the line. And notice that Tim Cook didn't say never, just that it wasn't a priority. Something changed to up the priority.
A combination of things like the European Union looking at iMessage & carriers starting to adopt RCS around the world.

Does that mean I won’t get charged by my carrier for sending a message photo or meme etc as a text?

If so then that’s the end of what’s app for me 😀

Now I can finally stop seeing those stupid commercials from Google about Apple “Getting the message”. Android users probably celebrating but I don’t think it really changes much for iPhone users? If you own an iPhone and most of the people you care about own one, would you even need to care about RCS?
