I have a Phillips 4K HDR tv (no clue what the model is) and it turns on and off perfectly. In the bedroom I got a 1080p LG tv and that one seems to have a mind of its own. Sometimes it will turn on, sometimes it won't, same for turning off. Very weird.
 
My Samsung 49" Anynet+ used to turn on with ATV4K and off when I put the ATV to sleep, but now it'll only turn on and not off when the ATV enters sleep. I think this not turning off issue started with the TVOS 12.4 update. I am running 12.4.1 now and still have the same issue. Did anyone else start seeing this issue after 12.4 was released? Hopefully TVOS 13 will fix it.

The one issue with turning Anynet+ off is that I loose my HDMI audio feed which forces me back to Optical from TV to my Samsung soundbar. The HDMI soundbar feed audio wise is brighter and louder than the optical feed. So I tried it and I still have the same issue with Anynet+ off as well as On. I don't get it, it used to work perfectly?

That happened to me and was fixed when I updated the TV’s software. Worth a shot?
 
I have HDMI CEC turned off on my ATV for what seems like forever, Will need to look into it more...
My issue was that oftentimes, I would touch my-iphone-, like in the middle of the night if I get a important message, and it also wakes the ATV up....and next u know tv, receiver, etc is all turning on.
