Of course, the other reason is Apple just plain forgot about this year.. But no, we won't think about that one.
I don't think they forgot, stuff like this isn't forgotten but rather not implemented for specific reasons.

Did you expect any different from the posters on macrumors. The place where 3/4 of the posters think they are engineering, marketing, business, legal and patent experts.

So many opinions based on zero evidence. The only thing we know for sure is the the Back To School promotion hasn't been announced yet. Nothing else.

Some of us (and I'm a shareholder since 2005) having been waiting for this promotion for months! Apple if you are not going to have it can you please let us know so we can buy other computers? Seriously you are really disappointing. In more ways than this . I don't think Steve would like this one bit.
Who cares what Steve Jobs would have liked or not? Go buy your "other computer" or pay the price we all pay but stop embarrassing yourself with this "you are disappointing" crap.

I guess, whole states canceling contracts with apple to include iPads in all schools, overall dwindeling sales in iPad and mediocre acceptance of iBooks have nothing to do with it. I'm sure.

Many of my electives require a Mac or something running Linux. If you're majoring in computer programming or engineering, etc. you will need something running one of the two and OSX is the easier os to have of the two. iPads are a small fraction of what people are buying, and schools get their own discounts regardless if the back to school program exists or not. I don't see how "dwindling sales" would cause this program to be canceled...it would be the exact opposite.

If you are $20,000 in debt, maybe you should visit your university's computer lab for free rather than buy a $2000 Mac.

Long wait times and 2 hour use limits? No thank you. That was good laugh though, thanks. It'd be especially difficult for Engineering projects when all the Engineering Labs also function as classrooms, where you can kicked out at any time. It may work when you are drawing a simple map in inRoads for Surveying, but not if you're designing a highway interchange with 4 other people.

Sell a few shares if you are that hard up. Problem solved.

P.S. Steve is dead.

What happens if you've recently purchased a Mac and they decide to implement the back to school promo late (like August)? Is there anything preventing someone from returning their mac (if within 14 day window) and purchasing it again to get the promotion?

How many damn discounts do students need ?
So many. If anything they need more because we're failing the next generation hard. Either you never attended college, graduated back when tuition, fees and books were actually affordable; or you're a trust fund baby. I was in the middle of college in 2008 when all hell was breaking loose in the economy. I couldn't even find a steady job that summer. When I was reapplying for loans for the 2008-2009 school year, they suddenly weren't approving loans anymore even though my credit rating hadn't changed. Luckily I was able to find a cosigner and a lender who was able to loan me money at 11% interest. I'm a reasonably smart guy (I design and code websites for a living, design app interfaces and do photography) and even I couldn't find work without a degree (not even as a bagger at the grocery store) so I had no choice but to keep pushing forward. I was one of the lucky ones who ended up landing some internships and a job post-graduation. I'm also a half-way decent entrepreneur so I pad my income with freelance work. One of my close friends (who is smarter than I am) graduated and could only find work at Target. He couldn't even become a manager because he didn't have a business degree. It's ridiculously competitive out there and our economy will fail eventually just because these students who are graduating have absolutely no money and are in debt up to their eyeballs. They don't have any money to stimulate anything. No money for cars, houses, or much of anything besides rent and food. So to answer your question again: These students need all the damn discounts they can get.

I reported it to Mac Rumors but they didn't bother to print it, but Apple pulled all cashback a few months back too - they used to offer 1.5% through sites like Quidco and Topcashback, so it really does appear to be a tightening up everywhere....

I'm still getting 5% cashback from my Discover card

Umm, so the end result may be: Apple products won't be so 'ubiquitous' as this next generation of potential buyers goes elsewhere

I agree with this. While waiting, my daughter started looking at other options and she changed her mind to get a Windows PC. One reason being that she's considering majoring in nursing, which requires Windows at her school, but the other being how many options and form factors exist that are ahead of Apple. The MacBook Air was revolutionary a few years ago, but there are some pretty cool laptop designs on the other side of the fence that make the MBA feel dated--not to mention plenty of good BTS sales that are going on.

Now I know how Clark Griswold felt with the Jelly of the Month surprise. Where is Uncle Eddie when we need him?

FWIW, I was in our Apple store on July 5 to look for a Macbook for my kid and the person we spoke to said to check back in 3 weeks for the BTS "sale".

considering Apple did a restructing of their business in the educational sector within the last year, its not surprising they are also restructuring their promotions in the sector as well.

as stated in Apple Legal section ;
"Should Apple reduce its price on any Apple-branded product within 14 calendar days from the date you receive your product, feel free to visit an Apple Retail Store or contact the Apple Contact Center at 1-800-676-2775 to request a refund or credit of the difference between the price you were charged and the current selling price. To receive the refund or credit you must contact Apple within 14 calendar days of the price change. Please note that this excludes limited-time price reductions, such as those that occur during special sales events, such as Black Friday or Cyber Monday. "
