I know lots of people on Tmobile who are on 2.2, and just don't care/know about 3.0 and its ability to be unlocked.
I don't even think it's older people. I have friends with iPhones that never sync them to iTunes. One was complaining to me about Safari crashing on her iPhone. I asked if she updated her firmware, and got a blank stare.
It's the same reason people don't do their operating system updates, they just don't care.
Apple could easily fix the 3.0 adoption problem by pushing down over-the-air firmware updates like the Palm Pre, G1, etc.
So far, they've chosen not to do that.

i have an ipod touch and i did not upgrade to 3.0.
personally, i think its lousy to charge ipod touch users for upgrades. Yeah yeah i know about the whole accounting/GAAP saga. No need to write that as any excuse.

big loser out of this whole thing? the devs. You know there will be a chunk of ipod touch owners who wont upgrade it because a) they dont have 10 bucks b) they dont want to spend 10 bucks etc...

About the accounting rules...if they are that worried about it, charge $0.99 and be done with it. Unless there is something written about a fair market value price. Maybe it would be ruled an "unreasonably low price" and break the accounting rules? I don't know how any of it works, but that seems like a plausible scenario just from a logical perspective.
The $10 charge is not picked at random. It has to do with offsetting the development costs of the iPhone OS that they are attributing to the iPod Touch.
The initial upgrade cost to add Mail, Weather, Stocks, and Notes was $19.95. So what you're saying is that the development costs for these attributed to the iPod touch is twice that of an entire OS? Right.
Apple is just trying to find a price point where people will upgrade and they can still make some $$$.
