I've found that the "p14-buy" server sometimes changes, so it might be your case here.
With recording mode on, check to see which server your iTunes is using.
If it's different, go to "Tools" -> "Rewrite" -> "Fix iTunes" and add a location as such:

Thanks again for so many explanations: with the help to this latest picture I was able to have the exact replica .I was able to find the exact locations in L.Snitch and I added two more
p41-buy.. and se2.edge.. but doesn't work yet . There are 17 different locations plus 6 mzstatic using iTunes
Should I add more? Some are just for playing music I guess, or search the store

Is iTunes saying that your login has expired or are downloads still broken?

Good idea! iTunes is acting normally, I bought some music, no issues, never got any message saying that downloads are broken. Usually I try to update an app and I see a quick try to download and it stops.
Anyway thanks so much for caring and giving all these tips. 🙂

Just tried adding the generic *.itunes.apple.com but still not working.

Just an update.
iPhone X on iOS 14.4 works with iTunes 12.6.5.3.
I finally had to give in from 13.4.1 when the Activity app is so broken...

I sure hate how iOS 14's widget screen works.
This seems like designed by morons who don't use the edit function in iOS 13, where I can simply adjust the order of EVERYTHING in 1 place instead of moving one piece at a time. 🤬
 
Apple is deliberately blocking purchase requests coming from macOS on older versions of iTunes.
I confirmed this by spoofing the User-Agent of iTunes 12.6.5 on macOS to that of the same version running on Windows 7. Result: Music, apps, etc. can be downloaded once again.

When iTunes wants to download content from Apple's servers it makes a request to
"https://p14-buy.itunes.apple.com/WebObjects/MZBuy.woa/wa/buyProduct"

If authorized, the server will reply with a list of files for iTunes to download (named "songList").
However, for macOS, the server says the download is authorized but providing an empty "songList".
This results in the download finishing immediately, as there is nothing to download. However, no error is displayed as it technically succeeded (in downloading nothing).

Here's what happens if we spoof our User-Agent to

If you wanna try this yourself, get Charles Proxy and enable SSL decryption.
You need to add the SSL certificate to the System keychain and set it as Trusted.
iTunes does SSL pinning on certain domains, so you'll need to disable decryption on those.
Proxy -> SSL Proxying Settings
Make sure it looks like this:

Then go to Tools -> Rewrite and click on Import.
That's it.

I tried following the instructions but didn't work for me 😟
One observation : iTunes can download/buy music, only the apps are the issue. I was even able to buy an app but I had to download it from A.Configurator or my iPad. Apple never says no to $ , poor guys 😜

Update: It just worked with a free app as well. It works for some apps but not all.

Downloading app updates through the Windows version of iTunes 12.6.5 is also failing with the error "The iTunes Store is unable to process purchases at this time." If I delete the app from the library, I then have intermittent success redownloading the app from the iTunes Store.
 
Getting the the same message since yesterday, using Crossover.

None of the apps updating.

Updates are downloading fine for me on a Windows installation of iTunes 12.6.5 right now...
 
It didn't work initially yesterday, but when I retry, it did. But I find that iTunes erroring out to be very common.
Put it another way, maybe try again? I've found that downloading apps is becoming very spotty, but at least it's come back for now.
 
Does the newer iTunes have the capability to transfer the apps to the iOS/iPad OS devices?
Honestly, since Apple had crippled iTunes 12.6.5.3 like this. Perhaps if the newer iTunes have the app transfer ability and keep the app on the computer library, that is an alternative solution.
 
Configurator 2 has decided not to download apps anymore.
In fact, it does not even show the red number badge indicating how many updates are there.

Manually clicking on update, it shows a pop up that reads:
An error occurred downloading "-app name-".
An unknown error has occurred [ISErrorDomain - 0x138A (5002)]

Meanwhile, iTunes 12.6.5.3 shows no app updates today when there was one last night.
Updating the app on the phone itself still works. So Apple must have been actively blocking something on the server side. 😓

The ironic part? iTunes 12.6.5.3 still works normally on Windows side.

I am working around that by downloading the ipa from Windows and bring it to the mac through a flash drive.
iTunes 12.6.5.3 on the mac side still syncs with my iPhone X on iOS 14.5.1.

Sadly, this is getting really annoying quickly. Why the hell do I have to put up with this crap from Apple while the Windows side still works?!

I have also written a Configurator feedback through the App on my Mac this afternoon.
Must be both of us complaining got them fix it! 🤣
