Based on iSuppli's figures, cost of the 16 GB model of the Nexus 7 is US$159.25 per unit. Let's assume that the iPad mini, if it was ever produced, the cost would be around the same number, therefore it is simply not as profitable as iPhone or iPad.

What Apple are doing now is to make the screen size of the iPhone longer, to stop users migrating to Nexus 7. A lot of people are going to think about it again before switching: Why carrying a smart phone + a Nexus 7, instead you can carry just one iPhone 5, and it's far more portable. And it is also cheaper to buy just one single iPhone 5, instead of both a smartphone and a Nexus 7.

It "could" fit, barely, in that price range. Assume your $159 build cost and add 35-40% margin (typical Apple margins), = iPad Mini for $215-223
Best bet wood be 1 16GB Mini Model at $249
They could probably do that now but I highly doubt they will. Touch pricing is too close to it and I think they'd want to have more than 1 capacity of Mini. With more than 1 Mini model offered all the pricing gets out of whack.

I predict the Mini may be a year and a half, if not more, out. That'll give the Touch time to depreciate in value to the point where 2-3 sku's of Minis works out from a pricing standpoint. I think the Touch will still be sold just for much less and perhaps some of the other iPod models drop off as product offerings.
 
I don't think Apple will make a mini iPad. I could sure be wrong, but that's my opinion.

The WSJ is now owned by the same guy that owns Fox, and here in the UK he owns a whole lot more stuff including the biggest selling paper which features bare breasts on page 3 every single day, just because.

I'm not saying the WSJ is wrong, but in my opinion, that paper took a huge nose dive in credibility when they sold to the devil himself, Rupert Murdoch.
