This will be in iOS5, but the iPhone 3GS and iPhone 4 won't be able to handle the feature, so it will be withheld from them devices

The difficulty Apple faces with this is that the longer the existing system is in place, the harder it gets to replace it.

When you get a Push Notification, you MUST respond to it in some way.

Other mobile OSes allow you to ignore a notification or to respond to them in any order that you wish.

Ensuring that existing and future Apps can work correctly with a new system would be important. As would the possible mix of newer devices that support the improved system and older devices that don't.

they currently have the "ignore" option (or something similar). Something that could be done simply by ignoring an unobtrusive popup.

They could easily remake the notifications system and devs wouldnt even have to change their apps for it.

They really need to add lockscreen info as well, it just amazes me how a complete no brainer like this is still left out, but then again copy paste took a couple of years to make it in. I miss intelliscreen, although I gave up on jailbreaking as a major pain in the butt and have been pretty happy with my non JB phone other than lockscreen info and notifications.
