This thread was posted today, not a week ago. All of a sudden people are getting worked up. My issues started July 3rd - the start of the weekend. Prior to that I was getting 1.3MB (have a pic in this thread of a test on July 1) Without definitive word from AT&T, or a timeline longer than than a few days when known upgrades are taking place, I would say the argument for this being only temporary is very strong. Especially, since it is not occurring nationwide.

As for this being a discussion, I agree 100%. But there are people are cursing AT&T like spoiled brats without complete information. If this were official, then some crying would be warranted. But I think some of the nerd rage should be parked for the time being.

+1. my up speeds are down to 500 on ave and a few times to day i hit 1.3. something is going on and its not a cap.

I was gonna download the app to do a speedtest. But reading the reviews for it I noticed that there were numerous reviews stating that the speedtest.com app was not accurate. People were saying it needed to be updated for the iphone 4 and that two iPhone 4s that were next to each other were getting diff d/l and u/l speeds. I have a 3GS with ios 4 and have zero issues in Virginia Beach. I have had good upload speeds all weekend. I noticed a drop yesterday but I could see the multiple crackberries and iphones surrounding me doing the same thing taking and sending pics. Maybe its the app and the busy weekend. I know for some people, July 1 was Friday night.

My upload was 287kbps and download was 1610kbps

So no one with a new 2GB/200MB plan was affected? or everyone here has unlimited I presume! I'm guessing if this is intentional it is likely aimed at the unl customers, as the rest would only offer them more profit as they go over their allotment of MB.

If this is the case I would think this would violate the agreement as it's placing a "limit" on your usage, assuming it's intentional... which I'm betting it is!

I asked someone to test this in Eugene, Oregon, ouch!!! 170kbps up...

I have the unlimited plan and my brother has the 2gb plan. Everything else is the same, we are both getting the allegedly capped speeds = about 1.25 Mbs down and .15 Mbs up. Pathetic.

Detroit representing:
6090 kbps download
1439 kbps upload
2d test:
2698 up
1438 down
what does that mean?

The Speedtest app works just fine. Of course, there can be a variance of results depending on many factors, including time of day, which server you choose, what kind of reception you are getting, etc. But those of us who have been using the speed test since launch day know that this isn't a normal "variance" but a consistent pattern that started within the last several days (depending on your market). Since the alleged cap, I have not ONCE gotten a 3G speed test result above 100-200 kbps, whereas before the alleged cap, it was consistently around the 1600 kbps range.

And it wasn't a speed test that alerted me to the problem. It was noticeable slower uploads of photos, etc as well as noticeably slower web browsing. When I did the first few speed tests after noticing this, I thought that perhaps it was just congestion or maintenance. But after a few days now, it hasn't changed one bit and that's why I started posting when I noticed this thread. And I will continue posting until we get to the bottom of this because for many, this is a very serious issue.

Ive noticed no issues and Ive been in Jacksonville, Florida and Va Bch, Va and have had zero issues in either place. I can understand why you're pissed but other people have pointed out as well that one the speedtest app is reporting something completely different than another speed test, and even as I pointed out people were saying on the speedtest.com app reviews that it was inconsistent. I don't know the answer as to why the "cap" but I'm not worried because I haven't noticed anything slower with my phone.

It means your speed is blazing, and your probably on wifi as I too am in the vacinity and not in the same world as those speeds.
ooops, need to turn wifi off no?
ouch:
1640 kbps down
96 up
2d test:
2485 down
188 up
3d test:
1386 down
98 up

Here is my Speedtest results page showing that the change occurred sometime between July 1-3. Everything earlier than the July 1 reading had upload speeds at ~1600 kbps and everything after July 3 had upload speeds at ~100 kbps. This is in the Quad Cities.

JUST SPOKE TO ATT, it's TEMPORARY!!!!

ALL,
Just got off the phone with an AT&T rep who told me that they are having a nationwide network issue that is effecting 3G data speeds in MOST, although NOT ALL AREAS. I asked him to verify with his technical support whether or not AT&T is capping the upload speeds. He stated YES, THEY ARE TEMPORARILY THROTTLING UPLOAD SPEEDS TO HELP GET THE NETWORK BACK UP AND FURTHER STATED THAT ONCE CORRECTED, they would de-throttle upload speeds. JUSY AN FYI FOR EVERYONE.

About time we are told something!

I would LOVE to believe what the rep told you was true... however, a nationwide outage that only affects certain markets and only upload speeds seems very strange. Did he say how long they have been doing this because some of us have been experiencing this for several days now?
