Yes if you have a problem, call tech support. After a rude conversation with customer service I called tech support and they were able to put in the unlock order. They said 24 to 48 hours. Then plug the phone into itunes and backup and restore.

After being burned by at&t's unlock device website and chat representatives the last few days, I wasn't going use the chat anymore and use the web site everyday till my 14 days are up. Lo and behold my iPhone 5 got approved just now and was instantly unlocked after I did a restore.

So if you currently can't unlock your phone for 14 days because you upgraded to a new phone, I suggest you go to at&t's unlock device website right now.
