WHO the heck is still using a 3G only phone? That would have to be an iPhone 4S or older, a 9 year old phone.
They need the spectrum for 5G.

Many flip phone users are still 3G, yes there are people that feel like thats all they need. The other bigger use of 3G currently is data. Routers with integrated SIMs that use the connection for backup could very well be 3G and may have no upgrade path other than router replacement. Thats a big expense for some companies. They deploy the routers in remote locations or in standard office locations and just leave them forever.
 
I've had Sprint, Verizon, and AT&T and AT&T offers up better coverage in my area. That's an upside.

I live on the coast in between San Francisco and the Silicon Valley. Sprint and Verizon have zero coverage in my area while AT&T has a whole 1 bar. Not sure about T-Mobile.

There are LTE flip phones that work similarly that she might be ok with.

The Jitterbug flip phone is 4G LTE with HD voice. The phone is designed for seniors. You can have data and text messages disabled, and not pay for them.
