VoLTE down in Atlanta as well changed my setting and it works. Will switch it back in the morning.

You might try switching back. I was able toggle back right away and it worked.
Airplane Mode off and on was all that was necessary.
It’s effing 2017 and crap like this still happens? What the hell do they do with all the billions of dollars in profit? Not a town, not a city but the whole damn US service is interrupted? This is unacceptable.
Do any of your contacts have Facebook, Skype, Viber, WhatsApp or any number of other internet-based voice services?
You could also purchase call time via Skype to call regular phones. www.skype.com
I think you're failing to recognize just how complex our digital infrastructures are... it's amazing that it works as well as it does with millions of devices sharing networks.
Neither my wife nor myself have been affected. Both of us are iPhone users. Even her accent 5S still works.

I am not failing to recognize anything, I know it’s very complex system, but this isn’t something new they’ve just started doing. They should have proper redundancies in place to prevent something like this. Upgrade and replace older infrastructure technology. Companies like this have become far too relaxed. They have billions of dollars in the bank that they sit on, service interruptions on a country wide scale is unacceptable. Period.
Edit: people lives could be on the line here. Can’t call 911 because of a failed network. People is supposed to accept “it’s a complicated infrastructure”?
If all the planes in the country crashed and someone said well it’s “complex flight systems” Would that be acceptable? No because there are so many warning systems and redundancies in place to prevent it.
Like I said, this didn’t happen to a town or a city, this happened to the entire country. No excuse.

I’m experiencing the same issue here. I have restarted my iPhone and it’s still not working. I’m calling customer service right now to find out what’s going on.
I have restarted mine twice. Once just after this was reported and it was fixed. Noticed that it failed again 3 hours later. Another reboot and it's working again.
Turns out my Note 8 was impacted after all. It just automatically disabled VoLTE when the service failed. So I never noticed the issue.
