This is just a new iOS 15 thing if it’s what I think it is. Under settings there’s now a transfer or reset option, rather than just reset.

Phone to phone transfer, side by side for me, don’t have iCloud, how do I get my watch across to the new phone? didn’t work last year. 🤦♂️😂
