I tried this weeks ago on my old 4S before I got it replaced and it didn't work...meaning that something COULD have changed in the iOS build. My new 4S is working as expected, however.
If you tried it weeks ago you have already used the current build--as you are now in the replacement 4S. They certainly did not slip-stream a battery fix, use the same exact version number, and not release it as an update. That would be a little insane in the light of the attention the battery issue is getting.

I, like many others, had tried turning off most of the system services in location services section and while they made a bit of a difference i think it was the time/date one (auto setting in the actual date & time section to off) that has turned it around for me.

While its by no means scientific, right now i'm on 14 hours standby, just under 2 hours usage (and most of that has been playing Real Racing 2 so a BIG BIG drainer) and i'm still on 63% and since the phone will be on the side over night i'm expecting to come back tomorrow morning with 24 hours standby and still a good 50% left.

I'm using iCloud, 3 gmail accounts (all 4 using push), loads of push notifications, emails, sms, facebook app, couple other games usage, bit of twitter etc so not particularly light usage...

**Update** , so yeah ... just woke up and checked my phone.... its on 48% remaining battery with 24hours standby and 2 hours usage .. received a few emails overnight etc so definitely the location services regarding time have nailed it for me

As an update today I decided to bite the bullet and restore my 4S but did NOT restore it from a backup. Set it up as new. It was not really such a big deal, but I am glad I finally did it: I had crap in there going back to the first iPhone--even on my brandy new 4S.

It didn't really have any noticeable affect on battery life yet but at least I have a fresh start. You would be surprised at what apps you really "need" when you only install them as needed. Oh, while I did lose my SMS history that wasn't such a big deal. But I believe someone said you would lose your voice mail and that is not true. Voice memos are backed by iTunes but I rarely use them anyway.

To be clear though: I did NOT do what the OP is suggesting as restoring firmware only to restore from a backup--to me--makes little sense. But if you want to at least start out fresh, which still MAY help battery life, go for a restore as new--without using a backup.

I've been debating restoring my phone since Thursday and have not done it yet. I turned off unwanted location services and automatic time zone. On my last charge, which drained down to 26% before I plugged it in again, I had used the phone for 5:32 minutes, mostly minimal browsing, some pics and a few phone calls and had a total standby time of 1 day 21 hours. While it seems better than most others with the iPhone 4s, it is still only about 50 - 66% of what I was averaging on my iPhone 4 and note that I did not turn off any features on my iPhone 4 and still managed 3-4 days on each charge.
